Responsibilites
The Committee is responsible primarily for:
- carrying out systematic assessments of the progress in the implementation of the programme,
- analysing issues which may have an impact on the implementation of the programme’s objectives,
- carrying out consultations with regard to proposed changes to the programme and accepting such changes, adopting project evaluation criteria.
Composition of the Committee
The Monitoring Committee consists of the representatives of central and local government and social and economic partners. Representatives of the European Commission also take part in the Monitoring Committee’s work, acting as advisors. Furthermore, representatives of other institutions may also take part in the Committee’s meetings as observers.
In connection with the Implementing Decision No. C(2022) 6985 final issued by the European Commission on 27 September 2022 approving the programme European Funds for Smart Economy 2021-2027 (FENG) for the support of the European Regional Development Fund under the objective “Investment for jobs and growth” in Poland, the FENG Managing Authority commenced the process of setting up the European Funds for Smart Economy Monitoring Committee, in accordance with the General Regulation (Article 38).
The Monitoring Committee was established pursuant to the Regulation of the Minister of Development Funds and Regional Policy of 22 December 2022 on the establishment of the Monitoring Committee of the European Funds for Smart Economy Programme 2021-2027. The regulation was published in the Official Journal of the Minister of Funds and Regional Policy on 22 December 2022. As of the date of entry into force, i.e. the day after the date of the publication, the Monitoring Committee was established.
About the Monitoring Committee
The Monitoring Committee is an independent consultative and advisory body. Its main purpose is to support the Managing Authority in the process of monitoring and implementation of the programme.
The Monitoring Committee is composed of representatives of:
- Managing Authority,
- Intermediate Bodies established in the European Funds for Smart Economy Programme implementation system,
- Member State institutions,
- Partners referred to in Article 8 of the General Regulation and
- Observers.
Representatives of the European Commission will also participate in the work of the Monitoring Committee playing a monitoring and advisory role. The tasks of the Monitoring Committee are defined in the General Regulation (Article 40).
The working methods, the composition and rules of procedure of the Monitoring Committee shall be laid down in the regulations adopted at the first meeting. The provisions of the regulations arise from the content of the applicable Guidelines for Monitoring Committees for the years 2021-2027. The Secretariat of the Monitoring Committee, operating within the European Funds for Smart Economy Managing Authority, shall provide support for the work of the Committee.
The Monitoring Committee may establish permanent working groups, dedicated in particular to selected issues in the scope of the programme implementation and to monitoring activities of a horizontal nature.
